Though I have no intention of buying a Vita and I'm not a fan of Sony, I want the Vita to do well in order to hold back the app avalanche and support high-production-value handheld gaming.

No, it's: "Compared with ten weeks ago all three platforms (excluding the Vita) are down."

Vita wasn't released by then.

That makes sense, but it still has gone down so it should be worded a little differently.

Will the February releases of titles like RE: Revelations and Metal Gear Solid finally push 3DS software ahead of DS software?

Vita will get a massive boost in a couple weeks. North American and European launches. Once that happens there should be a little bit of a boost in developers releasing more games. I'm sure some are a little resistant in releasing their games due to the system just now crossing 500k in Japan.
