This is one involved achievement, as it includes your choices over the entire game and up to the point where you fight Marburg. The first thing you want to do is to mainly pick Suave choices during conversations, as if the total of Suave choices is greater than Aggressive/Professional ones, then Marburg will dislike you. Also, make sure you do the "Assault on Brayko's Mansion" mission and save SIE, as this will make Marburg dislike you more. During the "Bug CIA Listening Post" and "Intercept NSA Intelligence" missions, make sure you alert enemies and/or kill a few; also kill Al-Bara when you get the chance to during that one mission. When talking with him at the cafe, always pick the Suave responses, since Marburg hates them. When you're fighting him at the museum in the "Intercept Marburg at the Museum of Art" mission, always taunt Marburg and if done right, he will keep trying to kill you if your score with him with low enough.
