First, go to Koopa Village. Go to the third house in Koopa Village. There should be a Koopa tanning himself in the house. You then see a radio. Go up to it and press A. You get to listen to stations like the the Golden Oldies Station.

Duh of course this is better than the horrible Wii version which is not at all related to Paper Mario to begin with. @spurgeonryan It's on the VC.
