Vice City is the better game IMO.

What I do love about this one is the scope, but the story, characters, setting, music and map layout are better in VC. (though I would say GTAVC map layout is not the best either, GTAIII wins that)

I preferred Vice City's story and soundtrack. It just felt so much cooler, in my opinion.
