To get Unlimited ammo & weapons you have to open the star locker where you get your licence if you go there now it will say "access denied" for it to let you in.
You have to kill RATS carry on the game and at the end it will say "rats killed" (I killed 41, and under the stats it said "you have won the special reward") after that it will ask you to save game.
Save it and the game goes back to the main menu select "load game" and load the file you saved when you completed the game you wil start at the beginning, go to LEAILA go to the star locker first thing and there you go...
