When you complete a level, the mayor will give you a tool. A pick axe, blowtorch (i think that's what it's called) and the rest I will let you find out :) When you get these, you know the desert? and the forest? You use these items to unlock the places. And when you get these, there are more lots for houses which means more people and that means more tasks which means more levels to beat! Get it? tools+forest+desert+more lots= more tasks= more levels to beat (simpler way)
