You can't switch weapons on the fly -- although you can pick up new ones -- but if you quit all the way out to the Main Menu, then return to the level, you'll be able to access the weapon loadout screen.
Note that this starts you off with the default ammunition of that weapon (not the stockpile you've been hoarding). Also, you can only select one weapon (the LEFT special weapon). The remaining two special weapons are deleted from your inventory for that replay method.
