To unlock more rows of vehicles, you must obtain a number of X marks on the cups. You get an X mark for each difficulty you clear a cup on (If you clear a higher difficulty before clearing a lower one, you will receive an X for all difficulties up to the one you cleared).

to be fair regarding sales figures from pretty much anything before the ps2 era there wasn't really as much emphasis on tracking them, I think you'll find a lot of games simply weren't tracked at all, I mean look at the GB and some games that you know sold loads like random example, its version of Wrestlemania 2000 .... it has 0 sales, I was working in a game shop when this launched, it sold at least 100 copies where I worked alone.
