Mission one refueling
Although you normally cannot refuel during mission one, the fuel plane appears if the following steps are used. Shoot all of your Tiger Missiles and wait until your fuel reaches four small bars remaining. Press Start to call the tanker plane.

At first I thought the landing and refueling segments were difficult. Years later, I've realized that they're not that bad and they just seem confusing.

Once I realized this, I quickly saw the rest of the game and finally beat it.
