Persona 5!!! For 3DS and PS VITA

Nope 3DS and PS VITA . I don't know why but I feel that's going to be the case .

seems like an odd choice but on those 2 I could see it break the 1 million mark for the first time

Well Persona 3 Portable sold really well and Persona 4 Golden on the PS VITA did 500k with a "low install base". If it was released both on the PS VITA and the 3DS they would break the million mark  for sure. Also I think it's cheaper to develop for handhelds and they have most of the assets from SMT 4 and Persona 4 Golden. I think it's a strong possibility :O.

Yep, it's also quite blurry the image but you can see some pitures of a urban landscape if you look really closely!

Not really, well yeah. But SMT 4 for 3DS looks really good, besides Persona 4 Golden on VITA doesn't exactly scream "high production values" xD. I think the 3DS version will be slightly inferior but it won't be a HUGE difference.

I go with a new persona, either 5 or 3+4 sequal.

Well it would look really awesome! But Atlus games rarely look good. Catherine has to be the best looking game they made. They are with Sega now so they should get more resources but Persona 5 development started a few years ago I think!. The reason I have hopes for a Persona 5 for 3DS is that Atlus announced some time ago that there was a Persona game coming for the 3DS and they haven't announced anything yet! We already got Shin Megami Tensei IV as they promised, the Devil Survivor remakes, two Etrian Odyssey games and well... we still didn't get the promised Persona game .
