Complete Master Challenge and win or lose. Alternatively, have a saved player on the memory paks in controllers one and two. Then enter a two player battle in win or lose mode. Defeat the other player and the beaten player will lose an ability. The winning player can then gain the 9th skill.

I always liked this game back in the day. The point system was really good. Makes it about more than just depleting the other guy's power level.
