Raid the city then conquer
If you had to conquer cities, for example if you play in the last episode of The Trojan War, it is best to raid the strongest city. After awhile, once your army strengthens again, attack it. You will have a better chance of conquering it. If you attacked a weaker city and succeeded at conquering it, one of your strongest rivals will overtake it. It is best to raid, then conquer your rival(s).

I love this game, it's so much fun. Especially "Fireballs from Heaven" (those who have played it know what I mean ;-D)!
