Square Enix announced the first episode of Life is Strange 2 will launch on September 27.

More information on the game will be released in August 2018.

They're not, it's a new set of characters in a new location with similar theme's.
There is however a comic coming out early next year continuing max and chloes story set after the tornado ending of life is strange 1.
