Star Ocean 5: Integrity and Faithlessness Delayed in Japan - News

The game was originally set to release on the PlayStation 3 and PlayStation 4 on February 25th but it will now launch on March 31st.
The reason given for the delay is so that the development team can further improve the game's quality.

A game being delayed just a month seems like a good thing, especially if it's for quality increase . The reason I say this is because it's such a short delay relatively speaking and it means the game is pretty much done and everything is in place. Although, maybe in this case it's because SE's fiscal year starts somewhere around March 31st.
